It was approved, in Loano, by the City Council on New regulations for the use and management of sports facilities municipal property or acquired for use by other entities (Local Authorities, Public Authorities, Educational Institutions, etc.) or third parties.

The new regulation introduces, as required by the recent regional reform, the distinction between facilities With economic significance and without economic significance.

The new regulation emphasizes the value of the network of facilities intended for the practice of sports and the social function that these places perform, thanks to the commitment of sports clubs. In addition, it commits the municipality to the promotion of sports activities in the area, especially towards younger citizens.”

“The new regulation," explains Councillor Remo Zaccaria - provides more opportunities for nonprofit sports associations, as it recognizes them as significant partners in the management of facilities without economic significance. It will be possible to develop projects for these facilities that make it possible to improve sports offerings especially for children, youth and young people. The changes will be introduced already starting this year for the expiring conventions.”

The new regulation defines municipal facilities of city importance those that-because of their prevailing intended use, the extent of the users served, the particular activities that take place there, or the fact that they are the only facilities compatible with the regulatory provisions of the existing sports federations and thus capable of hosting competitions at the national and international level- Perform functions in the general interest of the city.

The regulation identifies as municipal facilities of city importance: the G. Ellena Municipal Stadium, the E. Garassini Sports Hall and the Fej locality swimming facilities (outdoor swimming pools), the multipurpose sports facility (Bocciodromo), the tennis facility, the Guzzetti Sports Hall (also used as a school sports gymnasium).

All other facilities are defined as minor implants, including those attached to School Institutes and acquired for use by the Province of Savona.

They are, finally, classified sports spaces the outdoor places, equipped for recreational sports activities, which can be freely used by citizens for one or more sports practices (St. Joseph Street field and Isonzo Street field).

The regulations stipulate that sports facilities can be managed by the municipality and granted for use to Sports Associations or they can be outsourced, and in that case a distinction is made between facilities Without economic significance and facilities with economic significance. It is delegated to the City Administration, based on the examination of the financial business plans of the facilities, which will be updated in the coming months, to define the facilities of economic importance for which the sharing fee will be defined by the operator.

The concession to third parties of the management of sports facilities of economic importance, that is, facilities capable of producing a profit, will be subject to the public bidding procedure. If the prerequisites are met, the awarding procedure may also be carried out through a negotiated procedure.

The City Administration shall also determine for facilities without economic significance the possible Cost-sharing fee to be paid by the institution.

Finally, the regulation establishes the possibility of free concession of sports facilities for primary and secondary schools of 1st grade that request it during the school term. It also provides for the free concession of sports facilities to clubs, sports associations, federations and private individuals who request it for specific one-time events.
